BIG WIND, BIG SELLOUT, BIG PROFIT

It must be the biggest sell-out in modern history; certainly, in Scotland.

About 40 years ago, Scotland's burgeoning Oil and Gas production was handed over to an ugly clutch of planet-trashing multinationals in an orgy of privatisation by Maggie Thatcher's Tories, which meant the vast wealth flowing from the North Sea never benefited the people of Scotland, or indeed those of the UK. Fabulous profits were siphoned off and sent abroad, with maximum tax-dodging thrown in.

Now, the Scottish government has followed fundamentally the same path in the ScotWind development of Scotland's lucrative offshore wind energy production, squandering an estimated £5.5billion to the annual income of Scotland.

Wind Privatised

Over 7,000 square kilometres of Scotland's seabed have been auctioned off, at £700million, for the construction of the biggest offshore windfarm project in Scottish history – 17 different sites, estimated to be capable of generating 25 Giga Watts of electricity, where one GW is enough to power 750,000 houses!

This sell-off was conducted by Crown Estates Scotland (CES), whose chair and board are appointed by the Scottish government. And it must be the biggest fire sale ever!

The options to construct massive, super-profitable windfarms were auctioned off at one-third the original estimated value set by the government offshoot, CES. All bar one of the successful bids came in at the capped price set by CES, meaning it was grossly undervalued, seen as “cheap at twice the price” by the collection of fossil fuel capitalists and overseas multinationals who have been handed power over Scotland's main source of renewable energy production.

Not a single one of the successful bidders is based in Scotland; they are from Italy, Sweden, Belgium, Spain, Canada, Nigeria and England.

Over 20% of the total has been grabbed at fire sale prices by two of the globe's biggest polluters, BP and Shell.

Shell and its partner Scottish Power - which contrary to its name is owned by Spanish giant, Iberdrola - have seized the seabed space to construct two of the world's first large-scale floating offshore windfarms: MarramWind (the biggest of all 17 projects auctioned off) and CampionWind, which between them will have the capacity to generate 5 Giga Watts, enough to power over 6 million homes.

BP and its German partner EnBW have bought the rights to build the Morven offshore windfarm, with the capacity to produce 3 GW - which could power over 3 million homes.

BP: 'Literally a Cash Machine'

Let us not forget these rampant profiteers have plundered the planet for fabulous profit, as dominant members of the fossil capitalist club.

Shell has just announced a quadrupling of their profits in 2021, to £14billion - the sae day that the Tories used Ofgem to lift the price cap on household energy bills by about £16.7billion!

BP's chief executive officer, Brendan Looney (sic), notoriously and shamelessly declared his company to be "literally a cash machine" - as their profits soared at the cost of widespread, desperate fuel poverty. Mr Looney is no fool in making this description of the Big Polluter: BP raked in profits of £900 a second!

Having set the planet on fire through their decades of greenhouse gas emissions, these planet-trashers have now been issued a licence to make money out of green energy - by a Scottish coalition government that fought furiously to bask in a green light during the recent COP26 Conference in Glasgow.

Scottish Green Party Greenwash Fossil Capitalism

This grotesque sell-out of Scotland's natural resources has been hailed by ‘Scotland's National Party’ – allegedly the party of Scottish independence - as one of the most significant moments in our history, to quote Nicola Sturgeon.

She was backed up in this bizarre claim by the allegedly radical voice of the Scottish Green Party, Ross Greer MSP, who echoed SNP excuses that this privatisation was necessary because the government doesn’t have the capital investment capacity to develop these vast green energy projects.

Ross Greer added, for good measure, the outrageous boast “Still a long way to go but we are winning", because the Big Oil lobbyists, Oil and Gas UK, have just changed their name to Offshore Energies UK. This is fossil capitalism being greenwashed, with the Scottish Green Party gleefully spraying the green aerosol, as Big Oil now also becomes Big Wind in an orgy of Big Profit.

Scotland Loses £5.5bn Annually

Although the £700m paid to the Scottish government for the auction of the seabed bases will be added to by annual rents of between £50m and £90m, economists have calculated this could have been an annual income to the Scottish government of at least £5.5billion, had it been carried out through a state-owned Scottish energy company.

Their estimates of the value of wind energy generation – based on the experience of the world's biggest offshore windfarm company, Denmark’s Orsted - not only means the multinationals can recover the costs of (vast) infrastructure investment within a year, and make pure, undiluted profit the other 24 years of a 25-year licence, but recover the cost of their initial fees for the seabed licences in just two days of production!

Pure Profiteering after the First Year

Back in 2017, the SNP government promised to create a public sector National Energy Company by 2021. As we persistently warned, this was always going to be a glorified shop, a purely retail energy company, not involved whatsoever in the actual production of energy. But even that feeble plan was abandoned in September 2021 by the SNP and their new partners in government, the Scottish Greens.

Now, in the absence of a state-owned energy industry, the same coalition has handed power over to the likes of Shell, a capitalist giant not only notorious for trashing the planet for profit, but for helping to overthrow elected governments that dared nationalise ‘their' industry, such as Mossadegh’s in 1950s Iran, and for spearheading the 1995 execution of Ken Saro Wiwa when he led opposition to Shell’s desecration of the land and people of Nigeria.

No Scottish Jobs Guaranteed

And contrary to the hosannas sung by the Scottish government, there is no guarantee that this will lead to any substantial job creation in Scotland.

The auction process itself quite explicitly excluded any regulations about the supply chain. Many of the winners in the auction are big investors in overseas turbine manufacturing, so that lessens the likelihood of job creation in Scotland compared with reliance on cheaper labour abroad to maximise private profit.

Twelve years ago, the SNP government promised 28,000 jobs by 2020 in the offshore wind industry alone. The latest available figures show a measly 1,400 actual jobs – twenty times fewer than promised. With that track record, based on adherence to the capitalist market and reliance on inward investment by marauding multinationals rather than a coherent industrial strategy rooted in democratic public ownership of all forms of energy production and distribution, job prospects look bleak.

Build Socialist Change not Climate Change

This betrayal of the interests of the Scottish working class and of environmental campaigners by an SNP-Scottish Green Party coalition that refuses to break with the power of big business serves to reinforce all the arguments we expanded in our book, Socialist Change not Climate Change.

Unless we build a mass movement of workers and young people with a vision of democratic public ownership of all energy forms, and initiate an alternative plan of green production primarily devised and led by workers in the industry, we face a future dominated by Big Oil, and now Big Wind, with the slaughter of jobs and pollution of our planet, all in the name of Big Profit.

As a working-class eco-socialist party, the SSP will fight alongside the unions for jobs, and redouble our efforts for a clean, green, independent socialist Scotland.

STOP THE TORIES STAMPING ON THE POSTIES!

Royal Mail workers recently voted by a whopping 97.1% YES for strike action. A statistical display
of the levels of anger and readiness to defend their jobs, pensions, wages, conditions - and the
public service these 110,000 CWU members help deliver.
But what are the broader issues driving the posties towards the first national strike action in a
decade?
It's about the threat to 20,000 jobs as the Royal Mail Group Board plan to offload Parcelforce
as a separate business.
It's about bosses reneging on the Four Pillars Agreement signed last year, which protects
pensions, and sets out a 'flightpath' towards a 35 hour week.
It's in response to the rampant bullying by management which has provoked local office
walkouts at the rate of one a week. And the Amazon-style threat of tagging workers' every
 movement at work.
But overarching the multitude of grievances is the entire direction of the service, which the
Four Pillars Agreement promised the workforce union would have a say over, whereas the
new Board has contemptuously shut them out.

Privatisation Robbery

Royal Mail was privatised by the Tories and LibDems in 2013 - at a time the public service had
notched up profits of £400m - after threatened strikes had stopped earlier attempts by Blair and
Mandelson's New Labour government to flog it off to the privateers.
It was a bargain basement sale; given away for £1.5billion less than it had been  valued at by
a government-hired team of investment bankers!
It was run by Moya Greene on an annual salary over £1m; she then got a £2.6m golden
handshake when she left.
In steps a new Board, led by Rico Back, who received an 'encouraging' golden hello of £6m,
on top of his £2.7m annual salary. Not that Rico is in bad need of a handout; he commutes
500 miles to his RM job from his £2.3m luxury penthouse, which overlooks Lake Zurich, in
Switzerland. A bit of a contrast with the average CWU member's salary of £28,274, for traipsing
up and down closes in all weathers.

Royal Mail hatchet-man Rico Back has more than a room with a view

In fact, the make-up of the Board gives a clue to the future that the 500-year-old Royal Mail faces,
unless the force of argument by the posties' union is combined with the argument of collective force,
in the form of strikes and political campaigning.

Bosses Want a Gig Economy

Rico Back has previous! He was head of GLS, a European courier service which specialises in
use of bogus self-employment, 14-hour days, and as little as €3-an-hour! Their horrendous,
precarious employment standards - and sackings - have provoked strikes and rooftop protests
in northern Italy in 2016 and April 2019.

Rico Back is not unique on the RM board. His 8-person team includes Michael Findlay, long-time
banker, who for seven years was Director of UK Mail, one of the larger private courier companies.
They too rely on bogus self-employment, plus hefty fines for workers being off sick, including a
courier who was hammered for £800 after being in a car accident whilst on duty.
Then Findlay helped sell UK Mail to Germany's Deutsche Post, gaining £130m for the founding
family, the Kanes, whose senior member gave £550,000 to the Tory Party.

Corrupt Tories in Charge

The murky, tangled web of links between ruthless capitalist directors and the Tories is further
personified by Royal Mail Group Senior Independent Director, Baroness Sarah Hogg. Her
husband, Douglas Hogg, was the first Tory MP to resign from parliament after the 2009 MPs'
expenses scandal. The pair of them enjoyed the generosity of the public purse in their Lincolnshire
Manor house, for such items as upkeep of a moat, an Aga cooker, £18,000 annual gardening costs,
and money for 'a mole man' (?!).
But Sarah is her own woman: she was head of John Major's Tory policy unit in the 1990s; lead
author of their 1992 Manifesto which advocated rail privatisation; and was made Director of the
Treasury by George Osborne in 2016/7, as he wielded austerity measures like a mad axeman.

Baroness Hogg's husband's rip-off claims for moat, Aga and 'mole man'

Rico's cohort also boasts two former British Airways directors, Keith Williams and Maya da Cunha,
who bitterly clashed with BA unions in their drive to cut costs.
And we shouldn't ignore Donald Muir, who carries the mind-boggling title of 'Transformation Director'
at Royal Mail. To be fair, he prefers the self-description of 'Transformation Guru'.
And the type of transformation in mind? As CEO of Global Titanium Solutions, he previously
charged the NHS £935,000 for lending his expertise to handing over large chunks of the NHS
to private profiteers.

Fear the Worst - and Fight it!

With a gang like that in charge, in cahoots with the Tory government that some of them openly
help to fund, the posties and CWU are absolutely justified in fearing the worst, and fighting it.
The Board members not only want to renege on the agreed 35-hour week by 2021, but have
blatantly refused to defend the Universal Service Obligation, which guarantees 6-days-a-week
delivery to all 30 million UK households, at the same price regardless of location.
They clearly want to shift to a 5-day or 3-day delivery, which would not only threaten 20,000 jobs,
but add to social isolation for millions of people who often rely on their local postie for human
contact, help in emergencies, and support.
Breaking up Royal Mail, setting Parcelforce apart as a separate entity, would be the first step to
GLS-style employment; bogus self-employment, insecure work, poverty pay, and back-breaking
workloads.

Two Futures - Them or Us

As new technology and patterns of behaviour change the service from predominantly letters to
parcels and packages, the boardroom dictators are hellbent on slashing jobs, wages, rights,
dignity at work and public services, to turbocharge profits. They are trying to avoid or crush the
union, fully aware that the CWU and its members stand for an entirely different future, where
social provision trumps profiteering every time.
And the nightmarish likelihood of a Boris Johnson government, boosted by a general election
majority, adds to the privateers' arrogance - and to the gravity of this battle between two futures.

Demand Workers' Voice

The CWU wants to uphold the Four Pillars Agreement, including the chance to have a voice
over the entire role of the service in the modern world.
And France gives us a glimpse of one aspect of this alternative vision. When postal service
bosses there wanted to cut costs and compete with the gig economy, the posties and their
unions resisted, demanded and won reforms. This includes formal recognition that part of the
posties' job description is called 'veiller sir mes parents' - 'keep an eye on my parents'. This
involves them checking in with pensioners on their rounds, and sending messages to their
family to keep them abreast of the wellbeing of their older relatives.

Stamp Out Tory Assault

These contrasting futures are in collision, as Royal Mail bosses make no meaningful concessions
in talks, and massive strike action looks unavoidable and necessary to turn back the tide of assaults
on workers and the communities they service, alike.
Trade unionists and socialists have a duty to build solidarity with the posties in this fight for their lives.
The bosses are deploying the media to whip up fear at the impact of strikes pre-Christmas, or the
impact of strike action during a general election.
We need to counter this with the truth; the bleak future if this marauding gang get away with looting
the vital public services millions rely on, after they've already plundered public funds for their own
grotesque financial gain.
And the impact of pre-Christmas action, endorsed by an unprecedented mandate in the 97.1%
majority, is precisely the leverage required to halt the capitalist looters in charge of Royal Mail.

Renationalisation and Democracy

In building solidarity, the case for renationalisation of Royal Mail - for public ownership, but with
democratic working class control of plans and decisions - should be broadcast loud and clear.
The two contrasting, colliding visions and plans for the future make it starkly clear who stands
for a decent, civilised society, looking after people rather than profit.

Stand by your posties! Build solidarity, in your unions and communities, to beat back the
capitalist looters. Demand renationalisation of Royal Mail and telecoms, to provide secure,
well-paid jobs and twenty-first century services to the public, instead of stuffing the pockets
of a few shareholders and Tory-funding directors.

WIN INDEPENDENCE FOR WORKERS' RIGHTS: don't rely on EU bosses bearing gifts!

The SNP government's declaration of a second Referendum, including its timing - and the brutal, dictatorial response of unelected Tory Prime Minister, Theresa May - has framed the whole debate about independence around EU membership and Brexit.

As the Scottish Greens, rightly, help the SNP vote for Indy Ref2 in the Scottish parliament, they both - wrongly - make Brexit and membership of the EU and its Single Market the centrepiece of the case for Scottish independence.

Socialists unequivocally support Scottish independence - but not as a means of making life more comfortable, more obscenely profitable for the capitalist elite, whether home-grown or multinational.
We want to win independence as a means to end Tory dictatorship from Westminster, on behalf of the bankers and billionaires, wielding the butchers' knife to public services, pay, job security, rights at work, and our civil rights.

The SSP's call for an independent socialist Scotland is an inspiring goal that would transform the lives of the working class majority of the population, from the cradle to the grave. Independence would empower a Scottish government – provided it was a government with the principles, policies and political will to confront the capitalist powers at home and abroad – to redistribute wealth and power from top to bottom.

That also makes the case for a socialist Scotland an indispensable weapon of persuasion in the battle for self-rule. Without that message being heard loud and clear, working class people won't be inspired to vote for change, and could be thereby imprisoned in at least another decade of Tory savagery, especially given the enfeebled, war-torn state of Labour.

Separate Fight for Indy from the EU

Socialists and trade unionists need to wrestle the case for independence away from being about membership of capitalist Brexit Britain or the capitalist EU.

It's true enough indeed that the 62% Remain vote in Scotland being ignored by the Blue Brexiteers adds to the case for the Scottish people being empowered to make their own decisions, through independence. But that alone will never win independence; for starters, calling on the 400,000 pro-Indy voters who chose Leave to now vote for independence so Scotland can Remain in the EU is utterly divisive and counterproductive.

I strongly believe we need to demand two key things alongside describing the transformational vision of what could be achieved in an independent socialist Scotland, to decouple the case for Indy from the divisive, confusing issue of the EU.

Firstly, call for a separate decision on an independent Scotland's relationship to the EU to be fully debated in democratic forums AFTER winning independence, including a post-independence Referendum on the options then available.

And secondly, here and now broadcast that we want an independent socialist Scotland to help forge cooperation between equals, on the basis of an alliance of socialist democracies across Europe - instead of either the Blue Brexiteers' capitalist, isolationist hell-house, or the EU of brutal big business interests.

Tell the Truth - about Brexit

In fighting to convince a majority of working class people to vote Yes, we need to tell the truth - including on what needs to be done to defend and vastly enhance workers' rights, at work and in their communities.

Those who imagined a Brexit vote would turbocharge a wave of united workers' struggle against the Tories and capitalist bosses are indulging in a dystopian version of La La Land. Whilst for many the Leave vote was a raging against years of neglect by the capitalist machine, the Brexit outcome has sown even more confusion and division, including the scapegoating of migrant workers, and handed the Tories an unexpected golden opportunity to bludgeon to death the flimsy rights workers cling onto. If we let them away with it!

Tell the Truth - about the EU

But when the SNP and Scottish Greens advocate the gushing glories of Scotland keeping its place in the EU, they are at bottom advocating a continuation of the capitalist Age of Austerity, and the interlinked attacks on workers' rights.

Whilst most ordinary people who voted to Remain in the EU did so for honourable, internationalist ideals – and in rejection of the axe-wielding, service-slashing, pay-cutting Tories, plus the ugly racism of Farage, Boris Johnston and their Leave leadership - many also shared the SSP's view that it was the lesser of two evil choices in the binary EU Referendum.

One of the key tasks of socialists, including in our workplaces and unions, is to unmask the debilitating, demobilizing nonsense peddled not only by the SNP and Greens, but especially (and more importantly) by most trade union leaders, that membership of the EU is the road to salvation for workers' rights.

Struggle is the only Guarantee

Our fundamental message needs to be that united, collective struggles by workers is what's won the all-too-limited rights we have; not some benign handouts from the EU and its ruling, unelected executive, the European Commission (the selected heads of 28 Member states).

And whether in or out of the EU, it will require massive resistance and action by workers and their organizations to halt and reverse the tide of assaults on our rights and conditions. Just as we need to hoist high the case for a Scotland run by its working class majority, a socialist Scottish republic, so too we need to enhance people's understanding that class-based struggle is the only guarantee of decent wages, workplace conditions, equality, humane public services, environmental protection...

Evolution of the capitalist EU

Like any institution, the EU has changed over time, reflecting wider trends throughout the capitalist societies it was founded to uphold and develop in the first place. And those changes are reflected in the EU Directives, Regulations and policies - issued by the European Commission, or sometimes ruled on by the EU's Court of Justice (ECJ). Some have been helpful to those struggling for better rights andconditions for working class people in the various member states; others have been downright dangerous, obstructive and regressive.

Space prevents a full description, but suffice to say in an earlier period of the EU, particularly from the late-1980s - some progressive regulations were issued, encapsulated in the term 'Social Chapter'. But the EU never pretended to be a socialist institution; it preferred the term 'Social Market' - the model of post-War Germany, with some limited state regulations over the excesses of the capitalist market.

Social Chapter - a Passing Phase

Compared to the red-in-tooth-and-claw savagery of Maggie Thatcher’s monetarists of the 1980s, EU President of the time, Jacques Delors, won rapturous applause at the 1988 TUC conference, for his promises of what became the Social Chapter at the following year’s Strasbourg Summit. What Delors carefully concealed, of course, to the assembled TUC delegates, was his role – as its Finance Minister - in helping the ‘Socialist’ Mitterand government of France abandon all the promised reforms that had enthused millions in the previous elections.

In the face of subsequent defeats at the hands of Thatcher’s civil war against workers’ rights and livelihoods, culminating in the defeat of the 1984/5 miners’ strike, a big majority of union leaders sheltered behind the mildly progressive rules and Directives issuing from the EU Commission in that period. It was a substitute for giving leadership in struggle. It ran in tandem with their constant refrain during the 13 wasted years of Tory rule: “Wait for a Labour government”. It was one feature of the defeatist, class-collaborationist philosophy of far too many union leaders at the time – which aided and abetted the biggest wealth transfusion to the rich from the rest of us over 30 years of them discouraging a more combative course by workers.

As the crisis of capitalism intensified, the EU’s phase described as the Social Chapter died; morphed from being a sweetener to bitter pills, to being the poison of austerity and deregulation of the market itself; from being a partial shield from Thatcherism in Britain to being a vehicle for the spread of ‘Thatcherism’ across the EU.

The EU's lifelong adherence to the interests of monopoly capitalism has increasingly meant the Commission, European Central Bank, and European Court Justice have helped national governments enforce vicious austerity, particularly since the 2008 bankers' crisis.

European Decency Threshold Downgraded

A few examples illustrate the general trends, and the central lesson that we need to rely on working class struggle, not the EU, to resist the savagery of the capitalist class and their pliant politicians.

In the past, the European Decency Threshold, which called for the national minimum wage in each EU country to match 68% of the national average wage, was a very useful weapon in the hands of those of us fighting against the growing theft of wages for profit. But it was only ever an aspiration, not legally enforceable on each state's government. And as social democratic parties and governments converged with the traditional conservatives in unabashed defence of capitalism - as in New Labour - the EU reflected this and drastically downgraded the Decency Threshold, rendering it almost useless in the fight for a decent living wage here or abroad.

Workers Won Reforms, not EU bosses

Many of the positive rights attributed to the EU by its zealous advocates are either the product of class struggles by workers in one or more EU state, or actually have nothing whatsoever to do with the EU!

When the TUC General Secretary, Frances O'Grady, last year wrote that "It's the EU that guarantees workers paid holidays, parental leave and equal treatment of part timers" - a claim repeated almost verbatim by Jeremy Corbyn, who added "equal pay" to the list - they were at best misleading workers.
Dangerously misleading, in a fashion almost designed to make workers rely on the benign EU Commissioners rather than defend our rights and conditions through the organised trade unions and their allies.

Nothing to do with the EU!

Entitlements to paid holidays vastly predate the very existence of the EU, or even its EEC predecessor. French workers won guaranteed annual paid leave of 12 days back in 1936, when they forced the elected Left Front government to take action by occupying the factories and striking!

Trade union struggles in the UK won the Holidays Pay Act in 1938.

And even today, organised union pressure has meant UK workers are guaranteed 5.6 weeks paid holidays, well better than the 4 weeks the EU demands.

Equal Pay

Equal pay - still disgracefully denied to millions of women in practice - was legislated for in the UK in 1970, well before Britain even joined the Common Market/EEC, in 1973. And the Equal Pay Act was forced upon the British government by the ground-breaking strike action of women workers in Fords Dagenham plant in 1968. Furthermore, the same women had to launch a more prolonged strike years after the Act was passed, to actually get the equal pay it promised!

So whilst anti-discrimination Directives from the EU are welcome, they merely reaffirmed what was won on the picket lines and workers' demonstrations.

The EU Directives guarantee 14 weeks paid maternity leave; decades of campaigning has won the concession of 37 weeks here.

Health and Safety laws in Scotland are based on the 1974 Act that was conceded on the wave of industrial struggles that overthrew Ted Heath's Tory government in February 1974; it was not a generous handout from either British capitalists nor their EU co-thinkers.

Some EU Regulations, like the Working Time Directives, acted as a dented, limited shield in the face of savage attacks by Thatcher's, and subsequently Blair's governments. In terms of capping compulsory hours of work at 48 and insisting on guaranteed minimum break times during and between shifts, they are welcome reforms.

But all along the British government insisted on opt-out clauses, and can do so entirely legally, within the framework of EU regulations and rulings. For instance, the Tories' railroading laws to remove doctors and nurses from the 48-hour limit underlay the Junior Doctors' strike last year. And all workers in Scotland can 'choose' - often under 'subtle' duress from employers - to waive that right anyway, fuelling the life-threatening long hours culture we are cursed by.

Capitalists Pick and Choose

The positive EU measures are often ferociously resisted and bypassed by the Westminster club of capitalist politicians, but the equally numerous anti-working class EU Directives and regulations are eagerly seized upon to back up their drive to privatize, slash public expenditure and make workers pay for a capitalist crisis caused by bankers and the profit system.

And in the case of Scotland, these EU Directives have been frequently used as an excuse for inaction, or regressive measures, by the SNP government. We shouldn't forget that as an added reason to decouple the case for Scottish independence from the SNP's advocacy of the EU as a land of milk and honey.

Strangling Public Spending

For decades, and increasingly in recent years, the EU has framed laws to aid the privateers and the help enforce the capitalists' chosen path of austerity.

The EU Stability and Growth Pact prohibits government budget deficits above 3% of GDP, thereby banning state expenditure to provide jobs, houses and services, reinforcing the downward spiral of cuts.

A 2008 Directive called for postal services to be "fully open to competition by December 2012", adding to the Tory (and Labour) armoury in shedding the 400-year-old, public sector Royal Mail.

From the EU's First Rail Directive in 1991, to its more recent Fourth, the EU Commissioners seek to break up and privatize the entire rail networks of all EU states.

Successive British Tory and Labour governments needed no encouragement from the EU to privatise all and sundry, or apply a scorched earth policy to public services. But they certainly got encouragement, as increasingly anti-working class governments in the member states huddled together in the one and only EU institution with the powers to initiate rules and Directives - the unelected European Commission.

SNP Hide Behind EU Directives

That's an example of where the SNP government chooses to comply rather than defy all that's reactionary and regressive about the EU.

On both the issues of railway renationalisation and Scotland's ferries, they chose to obey the laws of the capitalist market, including its EU bureaucracy, and hide behind them instead of proceeding to implement the oft-expressed wishes of the overwhelming majority of Scottish people by taking the entire transport system into public, democratic ownership.

It was only after strike action and legal challenges by the RMT union that the SNP government conceded on keeping some of the ferries in the public sector, and retreated on implementing their contract clause for ScotRail that insists on driver only trains - in itself the product of their refusal to nationalise the railways, regardless of EU rules.

Undermining Wages

Another major weapon used by employers and national governments in their war on wages is the EU Posted Workers Directive (PWD). This, and associated ECJ rulings, allows profiteers to set up shop abroad, or post workers from one EU country to another branch of their operations, to undermine wage rates.

In its actual wording, the EU PWD states: "Member states shall guarantee workers posted to their territory the terms and conditions of employment...which in the member state where the work is carried out...are laid down by law, regulation or administrative provision."

On the surface, harmless sounding? On the contrary, it means bosses paying only the national minimum wage to migrant workers, not the rate for the job negotiated and fought for through the unions in the host nation.
For instance, last year construction workers' unions in Rotherham, Yorkshire, waged a battle against a Croatian subcontractor company hiring Croatian workers to build a power station on £7 an hour, undercutting the national industry collective agreement rate of £16.64 an hour. The unions rightly fought to organise the migrant workers and win equality, the rate for the job, rather than fall prey to the racist division this Posted Workers Directive inevitably triggers.

Tory Brexiteers Wage Class War

The Tories are hell-bent on inciting division during the Brexit process, to ease the path to further crush workers' rights, public services and wages as a share of national wealth.
It's no accident their recently-implemented Trade Union Act has taken full effect in March 2017, with barely a whisper of protest, as the white noise around Brexit lets rip.

But to counter this reactionary plan by the Tories and employing class, it's worse than useless, indeed downright dangerous, to counter-pose it with claims of the EU being some Nirvana of workers' rights and protection of all that's civilized.

We need to advocate Scottish independence as the best, quickest escape route from Tory dictatorship.

An opening to demand and enforce a Charter of Workers’ Rights, alongside other key measures like a £10 minimum wage for all at 16 (in 2017 figures); a maximum wage no more than 10 times the minimum to help close the chasm of inequality; the union-negotiated rate and rights for the job for migrant workers; guaranteed minimum 16-hour contracts instead of zero hours serfdom; public ownership of all services, energy, banks and landed estates.

Greek Tragedy

But that's got nothing to do with false claims that EU membership would gift the Scottish people a secure, pleasant future.

On the contrary: not only will that claim drastically undermine the case for independence, but it is selling a lie to the working class. And underneath it all is the pernicious message that we don't need to organise in an almighty class struggle for transformational change, but that we should just rely on benign politicians to hand out workers and communities rights and services like sweeties issued by kindly grandparents.

Try telling that tale of 'EU bosses bearing gifts' to the Greek people, who voted massively against austerity, and then were told by the EU to slash spending even further, despite starvation on the streets and hospitals running out of painkillers, and to tax the poorest as part of a grossly misnamed 'rescue package'.

For an Independent Socialist Scotland - In a socialist Europe

We need to decouple the issues of independence and the EU.

For an independent Scotland that can then proceed to debate and decide its place in Europe and the wider world after gaining self government.

For an independent socialist Scotland that could help pioneer collaboration between equals in a future alliance of socialist democracies across Europe.

Most important of all perhaps, we need to unmask the demobilizing myth that Scottish people should rely on the EU and its benign regulations to protect us from capitalist exploitation.

Anything protective, however limited and feeble, that the EU calls for is the result of struggle by workers' organizations, and in any case hedged with umpteen opt-out clauses.

And as the populist right and hard-faced capitalism holds more and more sway across Europe, the EU act as thuggish enforcers for the Age of Austerity.

Working class people need to rely on their own organised strength, demanding all that's best in Europe for the people of Scotland, and likewise defying all that's worst in the EU capitalist club.

We need independent workers' struggle, an independent socialist Scotland, and an alliance of European socialist democracies to confront and eradicate the crimes of profit against people.

DEMAND PUBLIC OWNERSHIP FOR PUBLIC SAFETY ON OUR RAILWAYS

The battle to ensure public safety and job security on Scotland's railways continues, and the Scottish Socialist Party is determined to play its part alongside the rail workers' unions and passengers.
The RMT union have called a major demo outside the Scottish parliament on 8 September, and a series of public meetings to acquaint the travelling public with the facts.
The prolonged talks between ScotRail Abellio bosses and the two railway unions - RMT and ASLEF - have yet to reach an acceptable agreement on keeping the guards. Many workers are furious at the bosses' stalling tactics, and are willing to resume strike action if they don't rapidly offer an acceptable package that puts safety critical guards - not drivers, who should be left to drive - at the heart of train dispatch procedures, as demanded jointly by the RMT and ASLEF.

Plague of Privatization
Every event surrounding these issues proves that the plague of privatization and profiteering is totally incompatible with public safety and people's jobs being secured. In battling shoulder-to-shoulder for safety alongside railworkers and their unions, the SSP is arguing for democratic publIc ownership and control of the railways - and transport in general - as the only route to guaranteed investment in safety, instead of the big business racketeering and chaotic fragmentation of the railway system under privatization.

Public Funds Bail Out Profits
Perhaps the worst current example of how profit threatens safety and rips asunder public services is that of Southern railways - the busiest lines in the whole UK. Under privatization, French-owned Govia has the franchise, and has caused absolute mayhem and meltdown for passengers, whilst treating their staff like slaves to be punished for daring to stand up for public safety. When train drivers took industrial action to stop the company breaching safety agreements, they plundered about £250,000 from ASLEF through the capitalist courts, and seized drivers' mobile phones to gather evidence of orchestrated industrial action, whilst robbing them of their staff travel concessions.

Reward for Failure
Hot on the heels of this, the same profit-crazed bosses have tried to bypass the RMT and brutally enforce Driver Only trains - removing the safety-critical guards. And just to rub salt into workers' wounds, this week the same company announced a phenomenal 27 per cent rise in their profits - to £99.8million for the year up to July. That's from revenues rising to £3.4billion.
In case anyone dares get angry at this profiteering by a company that has made failure to deliver its watchword, its chief executive, David Brown, has generously waived his annual bonus and this year's salary increase. Before you forgive this benefactor, we should add he took home a humble £2.16million last year!

Not content with this thick slice of profit, Govia's political puppeteers - the Tory government - had made their very own announcement regarding Southern railways... literally the day before. They declared that £20million of taxpayers' money was to be taken from government-run Network Rail's budget and thrown into the bottomless pit that is Govia-run Southern railways! An obnoxious example of workers and passengers bailing out the profiteers, after they've made the service a bitter laughing stock, at home and abroad. Reward for failure; propping up the profiteers at public expense.

Capitalist Chaos on Railways
This capitalist chaos on the railways - with the drive for profit threatening public safety and robbing both railworkers and passengers - applies across the UK, including Scotland. And all the pro-business, mainstream political parties prefer and perpetrate this profit-driven chaos; the Tories, LibDems, Labour and indeed the SNP.

The roots of current battles to keep safety critical guards on our trains, and to stop cuts to station staff, ticket offices, signaling and track maintenance, go back to the McNulty Report of May 2011.
This cringingly titled Rail Value for Money Study was commissioned by the Labour government of Blair and Brown - who retained Tory rail privatization throughout 13 years of Labour governments - but published and enthusiastically embraced by the subsequent Tory/LibDem Coalition.
As the late, socialist RMT leader Bob Crow wrote at the time:

"The basic message of the McNulty report is that rail workers and passengers are being asked to pay the price of privatization. The multitude of private competing interests who make up our fragmented industry are not only let off the hook, but are given even more powers. The report is far from independent. It is based on the same crackpot ideology that led to the original privatization of our railways."

McNulty: Right Diagnosis, wrong Medicine
Sir Roy McNulty utterly ignored the damning evidence against privatization that his own study unearthed. For instance, that (by 2011) privatization had massively escalated costs of running the network, requiring three times as much public subsidy as under previous nationalisation; costing three times as much to run; being 30% less efficient than the railways in other European countries. In large measure because the latter are mostly state owned, and don't suffer the plague of scores of competing profiteers, each requiring their own dividend payouts to shareholders, individual borrowing costs, and chaotic lack of coordination - with a whole system of fines and incentive payments that are often contradictory, for instance between Network Rail and train operating companies. With train operators (TOCs) vying with rolling stock providers (ROSCOs) which lease them the trains, and a myriad system of payments between Network Rail and these, money ripped out of the labour of rail workers and passengers' fares has poured out of the industry into the coffers of numerous franchise-holders.

Annual Waste of £1.2billion
A full five years ago, in 2011, an RMT-commissioned study showed that £1.2billion a year was wasted this way. That's £1.2bn that could have been invested in track maintenance; new rolling stock; longer, faster and greener trains to match the rocketing number of passengers; safe, friendly, fully-staffed stations and ticket offices; and extension of safety-critical guards on every single train in the land.
But that would have required coordination, rational planning, and a system driven by public need not private greed; it would need renationalisation of the entire railway network, with a democratic system of working class control and management.
Instead of that, we've suffered the consequences of privatization before and since the McNulty report - a document which scorned the option of an integrated public rail network, and instead made many of the proposals for savage cuts and assaults on safety that are being rammed through right now, five years on

Passengers Suffer from Privatization
Passenger numbers have rocketed since the mid-1990s; even by the time of the 2011 McNulty report, by 59%... and trains are even more overcrowded now.
In Scotland, passenger journeys have exploded by 35% in the last 10 years, to 93 million a year. But rolling stock has lagged drastically behind the booming numbers of passengers. For instance, a recent report showed only one new seat on Scotland's trains for every 3,300 extra passenger journeys over 10 years!
Fares have leapt up to the dearest in Europe - 30% higher than the average in Sweden, France, Switzerland and Holland (homeland of Abellio!), for instance.

The McNulty plan for savage cuts earmarked 35% of all 'savings' to come through staff cuts. And the government and myriad competing train profiteers have gone about this business like demented axemen, with rampant closure of ticket offices, cuts to station staff, reduction of infrastructure and maintenance crews, and concerted removal of guards - one thing the rival train companies certainly agree on and coordinate their plans for.
In the case of Scotland, successive franchise-holders - First Group and Abellio - have been hellbent on extending Driver Only Operations (DOO). In this they are carrying out the explicit aims of the McNulty report to the letter :
"The default position for all services on the UK rail network should be DOO, with a second member of train crew only being provided where there is a commercial, technical or other imperative." (McNulty, May 2011)

SNP Implement McNulty
But here's the rub: McNulty was a Westminster plan, initiated by New Labour, pursued by the Coalition and Tory governments with crazed zeal. However, transport is a devolved issue in Scotland, with control in the hands of the Holyrood government - the SNP government, elected on claims to be anti-austerity and to be 'Stronger for Scotland'.
Which Scotland?! The Scotland of ScotRail workers and working class people relying on a cheap, integrated, safe rail service? No, by their deeds, the SNP have imitated the actions of other pro-big business parties when it comes to the railways.

As far back as May 2012, under Alex Salmond's government, the Scottish parliament's Infrastructure & Capital Investment Committee left us in no doubt about their intentions - probably feeling secure in the knowledge the general public wouldn't read such a document! They stated, in black and white:

"We heard ideas that Transport Scotland could use to ensure that efficiency savings recommended in the McNulty Report are realised... Passengers care little about how the franchise is run... paving the way towards meeting the targets recommended by the McNulty Review...".

So instead of using the powers already devolved to set a clear, inspiring example of what Scottish independence could deliver regarding rail services, the SNP grabbed onto the poisoned plans of McNulty and sought to implement them.

Government Behind Abellio Bosses
Of course some welcome investment and improvements have been implemented. But not a finger has been lifted by the SNP to remove the profit motive from the service, despite all the evidence in favour of public ownership that McNulty's research inadvertently provided.
Instead of ScotRail being taken into Scottish government control in 2014, the SNP handed it over to Dutch government control, via the Dutch state-owned Abellio. And just to prove their zeal for McNulty, the Transport Scotland arm of the SNP government insisted on extension of DOO as a clause in the franchise awarded to Abellio.
It's the hand of SNP government that lurks behind the cost-cutting crusade to get rid of guards, regardless of the cost to public safety. It's only the courageous strike action by the same guards that has stayed the hand of the butchers.

Literally Driver Only!
Alongside that, the Scottish government has turned a blind eye to trains running literally driver only - without even a lower-paid, lesser-trained Ticket Examiner on board.
During the RMT strikes, the government and Abellio were quick to endlessly repeat that 57% of ScotRail trains are already DOO. But whilst there are 600 guards on the minority share of trains, there are only 300 Ticket Examiners employed to staff the 57%! It doesn't take a Maths degree to spot that means there aren't even enough Ticket Examiners to ensure one on every DOO journey.
Monitoring by drivers in recent months proves at least 20% of DOO trains run without even a second crew member - with all the horrendous potential safety consequences.

Alongside that, by the SNP government's own admission, 70 per cent of all Scotland's stations are totally unstaffed. That's a factor behind several heartbreaking incidents of disabled people being left stranded on the station at night, with no station staff, or guard, or Ticket Examiner to help them.

Safety Demands Public Ownership
The SSP strongly supports the rail unions' campaigns to ensure safe trains. We call for every one of the current 600 guards' posts to be retained, undiluted, with full control of train dispatch. We demand that safety-critical system be extended to a guard on EVERY train, including those converted to DOO in times of much less jam-packed trains 30-plus years ago.
We want every station to be staffed, with a ticket office, and provision for passenger comfort and safety. We call for full investment in infrastructure and maintenance.
And the SSP goes even further than opposing the crucifying fare increases used to fuel privateers' profit: we campaign for an integrated, fare-free public transport system, a measure to combat poverty and pollution, a policy that would generate vast numbers of new and skilled jobs for this and future generations.

SSP Track Record
Railworkers and passengers alike should study the track record of the pro-capitalist parties - regardless of the colour of their rosettes at election time - in contrast with that of Scotland's socialist party, the SSP.
The first set stands up for profit through privatization, with horrendous safety consequences, and rampant waste to the public purse. In stark contrast, the SSP campaigns tirelessly for democratic public ownership of our railways and wider transport services, to ensure investment in people's needs and safety - as part of the broader aims we share with the RMT union Rule Book, which declares, "for the supercession of the capitalist system by a socialistic order of society".
Join us in that struggle: your safety, security and environmental well-being is at stake.
